i think we all know that refers to a time in our countries history prior to the civil war when Missouri entered the union as a slave state. this resulted in the Missouri compromise. I believe the terms of the missouri compromise were that Missouri would be a slave state in trade for Washington remaining a hell hole until hell freezes over
